Composite isn't always the right answer. We'll say so.
Composite handles Valley sun and needs no annual sealing, but runs hotter underfoot and costs more up front. Redwood looks better and stays cooler but needs sealing every 1–2 years.
Generally yes if it's over 30 inches above grade or attached to the house. We confirm with your jurisdiction and pull it.
